SNEI convened 2013’ midyear work meeting on Aug. 20, 2013. At the meeting, participants summarized work in the previous seven months, analyzed production & operation trend faced by SNEI, arranged work in the next half year surrounding the annual target task determined at the beginning of 2013, and mobilized all leaders and employees to try their best to complete three battles, i.e., “tough battle of market”, “tough battle for implementing projects in a stable manner” and “battle for benefit protection”, so as to ensure achievement of all annual objectives. At the meeting, Mr. Xiang Wenwu, GM and secretary of the party committee of SNEI, made a speech titled “Try our best to complete ‘three battles’, pool the wisdom and efforts of everyone to ensure ‘annual objectives’ ”.
From Jan. to Jul., SNEI completed RMB 6.08 billion Yuan of planned investment amount, accounting for 61% of the annual plan; achieved RMB 3.049 billion Yuan of total output value of enterprise management, accounting for 68% of the annual objective; RMB 3.05 billion Yuan of gross revenue, accounting for 70.92% of the annual objective; RMB 167 million Yuan of profits, and completed 66.8% of the annual objective (RMB 250 million Yuan) after adjustment; eight key cost controls for reducing cost and increasing benefits issued by Sinopec have been well completed.
The current situation and tasks faced by SNEI were summarized and analyzed at the meeting, which mainly focused on insufficient market tasks, unreasonable business structure, heavy workload at home and abroad and high pressure for benefits protection.
Addressing the next key work arrangement, Mr. Xiang Wenwu indicated: First, we should try our best to complete “tough battle of market” to ensure that tasks contracted by the market department are completed. All employees of SNEI should unify thinking, and recognized the seriousness and urgency of tasks undertaken now. For tasks undertaken, work initiative, responsibility and the sense of mission must be strengthened, and nail spirit should be promoted to work with perseverance. The target tasks of market development were considering both current and future situations; total quantity should be ensured, and design, EPC, and construction management structure should also be more reasonable. Second, we should effectively organize the “tough battle for implementing projects in a stable manner” to ensure stable production. We should strengthen organization and coordination, focus on promoting implementation of projects in a stable manner and adopt strong and effective measures to protect production safety. Third, we should make accurate calculation and budget in a careful manner and complete “battle for benefit protection” to ensure completion of the annual benefit objective. Fine management is an important mean to get benefits, so we should focus on the theme (enhancement and development of quality and benefit), strengthen operation & management, increase income and reduce expenditure, reduce cost, tap potential and increase benefits to ensure achievement of the annual benefit target. Fourth, we should continuously deepen reform, get benefits via management and increase benefits. We should reform the organization, labor use and compensation system, and obtain results from the subcontracting management. Fifth, we should deem development of educational practice as the opportunity, and improve the qualities and abilities of SNEI’s leader team in a comprehensive manner. At the end of the meeting, GM Xiang Wenwu emphasized that the spirit of the midyear meeting should be put into practice, and all work assigned at the meeting should be completed. All leaders in charge will convene a series of special sessions at the end of August to break down and implement the objectives and requirements; each Level 2 unit shall break down SNEI’s target tasks and assign to each divisions and project departments. Personnel at all levels shall speed up to implement these tasks with strong confidence, pool the wisdom and efforts, work hard for 130 days, and complete “three battles” to ensure completion of SNEI’s annual target tasks in a comprehensive manner!
