Standardized Operation Driven by Fine Management

After  preparation over several months, the Jiujiang Coal-to-Hydrogen EPC Project  undertaken by SNEI officially kicked off recently, and now the design activities  by process, piping, mechanical and other disciplines are in full swing.  Constructive efforts are also made by the project management team in terms of  fine management and standardized operation, which gives a fruitful result and  unique touch to the project.

Good  beginning is half done. In the AutoCAD room, young process designers line up in  front of rows of computer screens where they skillfully switch over between the  mouse clicks and keyboard input.

As  fresh blood in the Process Dept., they have been working for the  Jiujiang Coal-to-Hydrogen Project more than one month before. Despite their  skillful operation, it is the first time that the SMART PLANT PID is applied in  the design of the process discipline, which marks a key step in the standardized  management by the Jiujiang Coal-to-Hydrogen Project Management  Department.

"Before  May 20th, we needed to convert all P&ID``s into editable,  traceable and revisable electronic files, so that later on standard pipe  datasheets and equipment schedule can be extracted using software", a young  designer Sun Tao said, “the project management team invited a professionals to  instruct us throughout the process".

Apart  from drafting the P&ID``s, large amount of work was also done by the project  management personnel before the project commenced, including participation in  the overall project planning prior to the formal launch of the project,  development of detailed network schedule; preparation of complete equipment  procurement strategy and coordination procedure; set-up of a highly efficient  project design management team based on the design management team for the  hydrogen project of NCIC; mobilization of discipline engineers and arrangement  of design check, review and approval personnel.

"Before  the detailed engineering design was kicked off, we have defined all methods and  ways to execute various activities in a systematic and standardized manner, only  in this way can we secure a winning situation at the start line", Li Meng, the  engineering manager, said.

Fine  management cannot be achieved in a single day. As per requirements of Sinopec  Group for "standardized design, standardized procurement, and modulized  construction" for coal chemical projects, proactive efforts have been made by  the project management team to explore ways of fine management by implementing a  periodical regular meeting and special meeting system to identify and address  any issues in a timely manner; further refining the discipline work split, so  that each and every activity is professionally covered by the required  expertise; developing general rules and standardized drawings for the project  and each discipline, and strictly following the specifications during operation  and execution.

Given  the fact that the new facility is a upgrading and revamp project based on the  existing plant, during review of the plot plan schemes, the designers visited  site to make survey several times, in order to avoid conflict between the new  facility with the existing underground obstructions, which has effectively  assured progress and quality of the project.

"Good  management can serve to enhance the standardized operation of the project.  Though our fine management initiative is still in the early stage, with the  progress of the project, more and better management methods will be tried and  utilized in the project", Wang Genbao, the project manager, said, "we are  confident that the ``monumental`` EPC project will be executed in a professional  way".
