At 9:00 AM on December 23rd, the Honoring Ceremony – “Ensure the Quality of National Key Projects, Create National Excellent Project”, was held at the Great Hall of the People. Mu Hong, Deputy Director of NDRC, attended the meeting and delivered an important speech; Sun Yucai, Deputy Director of National Project Quality Construction Quality Awards Evaluation Council and Vice President of China Construction Enterprise Management Association, announced the award decision, and Zhenhai National Oil Reserve Base Project constructed by won the Silver Medal of National Excellent Project Award.
      Zhenhai National Oil Reserve Base is the first completed one among the four National Strategic Oil Reserve Bases, namely Zhenhai, Zhoushan, Huangdao and Dalian. The base covers a total area of 96.01 hectares, and is equipped with fifty-two oil tanks, each with capacity of 100k m3. These tanks are mainly made of SPV490Q/16MnR/Q235-A/Q235-B, and are of cylindrical construction with double-deck floating roof and are designed to store imported crude oil of low freezing point. Techniques such as tank sealing, draining, paraffin cutting and float ball drainage adopted in this project are the most advanced in the world.
      Our company, in consortium with Sinopec LPEC, contracted the construction of 24 tanks (each of 100k m3) and the installation of associated pipelines, electrical devices and instruments within the battery limit. The construction covered a period from October 2004 to October 2006, with gross output of 572,343,500 RMB and net output of 206,500,000RMB. This project with so many storage tanks and extensive supporting system is the largest one among all the projects constructed by our company so far in terms of scale. During the construction, our company had received good comments for several times from the owner and the supervision companies by virtue of comprehensive and systematical quality management and excellent field image, and the project won Annual Quality Project Prize awarded by SINOPEC in 2007. 
      National Quality Project Award, as a part of the Nation-wide Quality Product Award, is the highest award for national construction quality and is organized on a yearly basis. 5 projects won National Quality Project Gold Awards this year, the Revamping and Upgrading Project of Shanghai Bailonggang Waste Water Treatment Plant was one of the five winners.  Zhenhai National Oil Reserve Base was one of the 136 projects which were granted National Quality Project Silver Awards.
